The programme, launched in a pilot phase, is a significant step towards the modernisation of DINAPI’s internal processes in order to offer greater agility and transparency in procedures.
The National Directorate of Intellectual Property (DINAPI) of Paraguay has taken a significant step towards the modernisation of its internal processes with the approval of Resolution No. 663/2024. Thanks to it, a Pilot Plan for the Electronic Issuance of Certificates of Registrations and Renewals managed by the Directorate of Trademarks, under the Directorate General of Industrial Property (DGPI), was launched on 5 December 2024. This development seeks to optimise registration processes and strengthen document security through the use of digital technologies.
- During this initial phase, the dossiers will combine paper and digital formats. The electronic process will start at the stage of issuing the “OK opinion” of the TradeMarks Directorate, which its director will electronically sign.
- Renewal files will be managed by the head of the relevant department and signed using the IPAS signature validation system..
- The Coordination for the Review of Industrial Property Procedures shall evaluate the files sent by the Directorate for Trademarks and Renewals, forwarding them to the Directorate General for grant or refusal.
- In cases of grant, the Director-General shall electronically sign the award decisions by means of a qualified electronic signature.
- The Titles Department will be responsible for issuing the registration or renewal certificates, accompanied by the corresponding minutes, using electronic signatures of the Director General.
- The certificates and minutes will be sent to the industrial property agents through the electronic means provided by the Directorate of Informatics.
The pilot plan will run until 31 May 2025, during which time constant evaluations will be carried out with the support of the Directorate of Institutional Communication.
This initiative positions DINAPI in the integration of digital tools for the management of intellectual property implemented by the different national offices, offering users greater agility and transparency in the procedures.
